Services Block Grant
(CSBG)

The Community Services Block Grant (CSBG) is a federal, anti-poverty block grant which funds the operations of a state-administered network of local agencies. This CSBG network consists of more than 1,100 agencies that create, coordinate and deliver programs and services to low-income Americans in 96 percent of the nation's counties. Harlan County CAA Outreach provides services through Community Service Block Grant (CSBG) funding to children, adults, elderly and all persons with disabilities whose incomes are at or below 125% of the current Federal Poverty Income Guidelines.      


Harlan County CAA Outreach Office will assist clients with the following services:
  • Emergency Services
  • Self-Sufficiency
  • Employment
  • Education
  • Nutrition
  • Health
  • Housing
  • Linkages
  • Income Management

Poverty Guidelines

Most Harlan County CAA-operated programs have income eligibility guidelines that are based on the Federal Poverty Income Guidelines which are posted annually in the Federal Register.
