Dislocated Worker services are available to any Eastern Kentucky resident who:
- Has been terminated or laid off from employment, or has received notification of an upcoming termination or layoff
AND
- Is unlikely to return to work in his/her previous industry or occupation.
In coordination with other types of financial assistance, the WIA Dislocated Worker Program may be able to provide:
- Tuition
- Required Books
- Fees
- Commuting Assistance
- Meals
- Child Care
- Other approved expenses for classroom training.
Career counseling is also available.
WIA Youth Services
Teens in Transition:
The intent of the Harlan County Community Action Agency, in conjunction with the Workforce Investment Act (WIA) and in addition to the Parenting Plus Program, which has been implemented previously and is a successful working program of WIA, is to provide delinquency prevention strategies and support to a new youth population, the Teens in Transition Program. The purpose of this program is help this population to overcome delinquent tendencies through employment related opportunities, delinquency prevention education, job skills training, mentoring, work experience, GED preparation and incentives, thereby enabling them to transition into gainful employment. The WIA Teens in Transition Program is designed to serve 15 youth, ages 16-19, during the entire program year.
The following career paths that have been chosen for this particular program are appropriate for the Harlan area with regard to employment opportunities and shall include the following:
- Health
- Mining Technology
- Retail
- Food Service
- Post Secondary
or Vocational Training
- Other
Parenting Plus:
Strategy:
The Harlan County Community Action Agency will implement a WIA youth project targeting pregnant and parenting youth ages 17 to 21. The youth participants will be both mothers and fathers that are out of school and or in the one year follow-up period after participating in the HANDS and the birth of a child. The HANDS program is conducted by the Cumberland Valley Health Department.
Common Measures:
The following four common measures will be addressed by the "WIA Parenting Plus" project.
- Placement in Employment or Education
- Attainment of a degree or certification by participant
- Literacy and Numeracy Gains
- Efficiency
Program Goals:
- Youth participants gain skills to be self-sufficient parents.
- Youth participants obtain employment skills to be successfully employed.
- Youth participants receive a credential in short-term training or post-secondary education.
Southeast Scholars:
The Harlan County Community Action Agency Youth Program has entered into partnership with the Southeast Scholars Program to provide a comprehensive year-round menu of services to disadvantaged youth in Harlan County. The Southeast Scholars Program is a scholarship and mentoring program made possible through Southeast Kentucky Community and Technical College (SKTCS) and the Rural Community College Initiative. The program is an effort to provide incentives in the forms of scholarships, social and academic enrichment activities, and mentoring to students in the SKCTS service area of Bell, Harlan, and Letcher Counties. The goal of the program is to assist at risk students to reach their full potential and successfully transition from high school to a self-sustaining occupation.
WorkNow Kentucky Employment Program:
Harlan County CAA is a participating agency for WorkNow Kentucky program, now available and funded by American Recovery and Reinvestment Act of 2009 Temporary Assistance for Needy Families (TANF) Emergency Contingency Funds and through a collaborative effort of Kentucky’s workforce and human services systems. This program puts unemployed and underemployed parents and youth age 16 - 24 into good jobs, and pays the cost of their wages through September 18, 2010.
